Requesting Panel Border Help

Hello everyone. I'm currently working on our homepage and I'm stuck on a particular weird problem, where the panel border will not change. I tried changing it and it will show as changed, however to the general public (you), it shows as if it was never changed. For example, The border was white and solid, I changed it to yellow and dashed; When I am logged in and go to my homepage Its shows as if it was changed, but when I log out and go to my page, it shows as it was before i tried to change it. I have experienced this problem a time before on my personal homepage, but never really found away to fix this problem. Mad

I also have the code to center and widen all the panels (this is what i think creates the problem)

Any suggestions or help would be appreciated, Thanks!

the panel border IS yellow and dotted.
