GIMP- Inner border

How do you make inner borders in gimp go underneath the avatar layer? Also, how do you add an outline to that border? Thanks!

create a new layer

make sure your foreground layer is the color you want your border to be. pgo to EDIT --> Fill with FG color.

then select all by clicking SELECT ---> ALL

then Select -- -> Shrink

chose to shrink by 1 pixel.... click ok

then hit the delete button.
