You need to learn action script first off... the language you code flash applets in.
then it uses some fancy thing that works with cal3D (imvu's 3D engine)
beyond that, idk
you probably picked the hardest thing to possibly do, and as far as im aware only deliverance has managed it
lets just say, she deserves every credit she earns from those stickers. _________________

If you want to make flash stickers that are more than just dinky looping animations, you pretty much need to be a programmer. Actionscript is essentially a programming language like Java, C#, Javascript, etc so if you don't already have programming experience then you're going to have a bitch of a time getting started with it.
Actionscript is pretty powerful in what it's capable of doing in terms of both animation as well as user interactivity.
Example
Unfortunately, it doesn't matter how good you are at gimp/photoshop/whatever, to make this kind of stuff happen, you'll be working code--many lines of it, in fact.
PS: Some people in this thread are confusing "flash stickers" with "animated stickers." They are not the same; animated stickers are, in most cases, just animated gifs. Flash stickers in particular are rendered using adobe flash player. Unlike animated gifs, flash stickers can have more than 256 colors, partial transparency, and user interactivity. _________________

As far as I know, no. At its core, Flash is a 2d platform, so any 3d behavior and rendering has to be either created by you from scratch, or you have to use engines/libraries created by somebody else.
I've never seen this deliverance person's stickers, so I have no idea what they do or how they work. Stand by...
All right, at a glance, it looks like a 3d posing/animating engine that gives the user copy/pasteable results to be used with imvu's software. It's not working with 3d mesh files or anything like that directly--the creator just knows enough about imvu's 3d engine and Flash, and was able to make one create output that is readable by the other.

You mean like flash products in the imvu catalog? Or flash products as in programs and tools, etc? _________________

Well, looking at your catalog specifically, you have a bunch of flash-based stickers. So, pretty much keep up with whatever you've been doing.  _________________

Well, you have to know how the mesh stuff works, first. Like inside and out. This is pretty much how you make any program (Program A) interact with the data used by another (Program B):
If Program B expects user input that is formatted like so: ("John Doe", 29, "Construction Worker")
Then when you're making Program A, you have to make it so that it can output data that is compatible: ("Jane Doe", 35, "Pooper Scooper")
I don't know crap about mesh stuff myself, but I can tell you that flash can be tricky to export files with. You'll likely need to run the data through a server-side script, using something like a PHP backend for your flash application when the user wants to save (or load) a file. So if you don't have access to your own PHP server, you might be out of luck.
Perhaps there's an easier way to be found via searching, though. If you find it, tell me.  _________________
