Alright, here is my first tutorial ever. xD With a lot of pictures, haha.
Enjoy and comment. Thank you!!!

Hair Textures

Open up gimp and make a new image, 256x256.

Using "Bucket Fill" , fill it with the color you want the hair to be. I used the color 804d4d.

Go to Filters > Noise> RGB Noise and set the settings as below, you can always play around with it and figure out what you want.

You should get something like this.

Go to Filters > Noise > Spread and set the settings as below.

You should get something like this.

Go to Filters > Blur > Motion Blur and set these settings. You can always adjust it to how you want it.

It should look like this.

Go to Layer > New Layer and make it transparent.

Using your PaintBrush, color a few lines of different shades of the color like below on your NEW layer.

Go to Filters > Noise > RGB Noise and set these settings.

It should look like this:

Go to Filters > Noise > Spread and set these settings.

It should look like this.

Go to Filters > Blur > Motion Blur and set these settings.

It will look similar to this.

Now go to your Layers and right click the top layer. Select Merge. The two layers should have turned into one.

Now go to Layers > New Layer. Make it transparent.

On this new layer, go to your PaintBrush Tool. Using a Fuzzy Brush, draw a white line in the middle.

Go to Filters > Blur > Gaussian Blur and set these settings.

Now go to your layers and set the mode to "Overlay". You can play around with the opacity like I did.

You should get this.

Now Merge that layer down, so it is all one layer.

Go to Filters > Blur > Gaussian Blur and set these settings.

It should look like this.

Now save as a .jpg, and open the previewer. Derive from the chosen hairstyle. Here is what I got when I uploaded the texture to the previewer.

The textureyou make on photoshop or gimp is the same for male and female. You dont have to have seperate textures for both.

Gimp is completey free to download. Just try to search for something like 'gimp download' in Google and I'm sure you'll find it in no-time. (:
