I don't think it's going to be for rating pages.
It looks like it's going to be a keyword search function. You add a tag keyword to your homepage and then people can search for homepages with that tag on it to find people with similar interests. Or it may just search all words on homepages so find a match.

that reminds me of video uploads in you tube..since when you upload your videos..you have to place a tag |

I think the tag cvloud thing isn;t finished yet.
I'm waiting for imvu to add the facility to use particle clouds in scenes - then we can have a bubbly scene!
