The only way to make a texture animated is through Editor Mode. Click On action and choose between scroling and cycling. The most important is to add the correct settings. For example if you have a 400X400 image which consists of 4 different picts and you want to make it animated then follow these steps.
Below on texture Animation click On button and choose Cycling Mode. Then at Width and Height Cells add 128 and 128 (this is the correct dimenssion) . On Frames/Cell which is the speed of 4 picts change add 4 (this is a good speed. Lower than 4 is faster and higher is slower). Finally on Start Cell add 0 (zero) if you want your animation starts from the 1st picture, 1 from ths 2nd etc.) and Num Cells 4 cause your texture consists of 4 pictures..so 4 cells. Apply Changes and ready!

Making sure the Size of a Texture Complies with the IMVU Rule of 2 becomes even more Important when it Comes to "Animated Textures". Not only does the Texture have to comply with the Rule of 2 the Size of the Individual Texture Cells also has to conform to the same rule. _________________
